Buying a Plot in Lucknow: A Practical Checklist

Lucknow's outward growth along Shaheed Path, Sultanpur Road, Amar Shaheed Path and Sushant Golf City has made plots there attractive, but a plot is only worth what its paperwork can prove. Here's what to check before you pay anything, in the order that saves you the most money if something is wrong.

Before you start: decide what kind of plot you are buying

Around Lucknow you will usually meet four different situations, and each needs different paperwork:

  • A plot in an LDA or Awas Vikas scheme, allotted or resold. The authority's allotment, transfer and freehold records matter as much as the sale deed.
  • A plot in a private layout or township developed by a builder. Check the layout approval and, for larger projects, UP RERA registration.
  • A plot carved out of farmland by an individual or small colony developer. Land use, conversion and road access are the main risks.
  • An old residential plot inside the city, often inherited. The title chain, family consent and mutation records need the most attention.

Write down which of these you are looking at before you visit anything. It tells you which office will hold the records you need to see.

1. Confirm the title is clear

Ask the seller for the original sale deed and trace ownership back at least 12–13 years through the chain of documents. Get an encumbrance certificate to confirm the land isn't mortgaged, disputed, or attached in any pending case. UP's registration department publishes an online non-encumbrance search on the official IGRSUP portal; our encumbrance certificate guide walks through it and explains what the result can and cannot show.

For land that is, or recently was, agricultural, also check the revenue record (khatauni) for the khasra/gata number on UP Bhulekh. The names there should match the seller or explain how the seller came to own it. If they don't, ask why before going further.

2. Check land use and development authority approval

Most organised plotted development in and around Lucknow falls under the Lucknow Development Authority (LDA). Confirm whether the layout has LDA-approved map sanction, and whether the specific plot's land use (residential, commercial, agricultural) matches what you intend to build. LDA publishes layouts, orders and master-plan references on its official downloads page. Our LDA/KDA approval guide shows how to read them.

Land still classified as agricultural generally needs a formal declaration before residential use. Read our guide to Section 80 land-use conversion in UP before paying for a plot that is still recorded as farmland, and remember that a colony layout does not approve your individual house: a building map is a separate approval.

3. Ask if the project is RERA-registered

Larger plotted developments and group housing projects in Uttar Pradesh are typically required to register with UP RERA. A registered project gives you a public registration number you can look up independently on up-rera.in, so don't take a verbal assurance at face value. See our step-by-step RERA verification guide, and if a registered promoter later breaks its promises, our UP RERA complaint guide explains the route.

4. Visit the plot in person

Photos and brochures don't show boundary disputes, encroachments, or whether the "main road facing" plot actually has legal, physical road access. Walk the boundaries with the seller and, ideally, a local surveyor.

On the visit, check these things in person:

  • Boundary pillars or walls match the dimensions in the deed and layout.
  • The access road exists on the ground and on the approved layout, not just as a path across someone else's land.
  • Neighbours confirm who has been using the land, and nobody else claims it.
  • Drainage, low-lying ground or nearby high-tension lines that affect building.
  • Whether electricity and water connections are actually available, or only promised.

Go twice if you can, once on a weekday and once in the rain or just after it. Waterlogging is easy to miss in a dry month.

5. Understand registry, mutation and charges

Registration (registry) at the sub-registrar's office and subsequent mutation of revenue records are what actually transfer and record ownership; a sale agreement alone doesn't. The UP registry process guide covers e-stamp, appointment, witnesses and biometrics, and the mutation (dakhil-kharij) guide covers updating the revenue record afterwards.

Stamp duty and registration charges in UP change periodically. See our rates guide, use the calculator on the IGRSUP portal, then confirm directly with the sub-registrar's office or a property lawyer before you pay.

6. Plan the money before the token amount

The plot price is only the first line. Before you pay any token or "booking" amount, write a budget that also covers stamp duty and registration, legal fees, any authority transfer or freehold charges, boundary wall and connections, and, if you will build, map approval and construction. If you need a loan, ask the bank first: many lenders treat a plot loan differently from a home loan. Our plot loan guide explains the difference, and plot or flat in Lucknow compares the full cost of both routes.

Pay by bank transfer to the person named on the title, keep receipts, and don't pay a large advance before the documents above have been checked. A refundable token with written conditions is safer than a non-refundable one.

7. Use a lawyer for final verification

None of the above replaces an independent legal opinion. A property lawyer can verify title, check for pending litigation, and confirm the seller has full legal right to sell before you make any payment.

Quick checklist

  • I know which type of plot this is and which office holds its records.
  • The title chain, encumbrance search and khatauni all match the seller.
  • The layout and land use are approved for what I plan to build.
  • The project's RERA registration (if required) is confirmed on up-rera.in.
  • I have walked the boundaries and seen the access road.
  • My budget includes duty, registration, legal fees and construction.
  • A lawyer has checked the documents before any large payment.
