Before buying firecrackers for Diwali 2026, check the rule for the place where you intend to use them. Then check the seller and the product. Keep these as three separate questions: is use permitted here, is this shop licensed, and does this particular packet meet the applicable requirements? A seller's reassurance should not settle all three.
We could not find a district-specific Diwali 2026 order for Uttar Pradesh when we checked on 22 October 2026. You must check your district's current order before buying or bursting crackers. The dated court directions below explain the background; they are not a declaration that every UP district currently permits fireworks.
Start with your district and celebration address
Look for the latest signed notice from your District Magistrate, district administration or police commissionerate. Search the official website's notices and orders sections. Read the document itself, including its date, geographical coverage, permitted products, sale locations and bursting hours. Do not rely on an undated screenshot forwarded in a family group.
Write down the order number and save the document. If the wording is unclear, ask the issuing office to identify the operative direction. Check again shortly before the celebration. For a society event, ask the organiser to share the actual permission and conditions. Our practical recommendation is to postpone the purchase if you cannot establish what applies at your address.
What green crackers mean
CSIR-NEERI describes green firecrackers as fireworks using improved formulations to reduce emissions compared with conventional formulations in the same category. Its definition includes a minimum 30% reduction in particulate matter, or a minimum 20% particulate reduction together with the specified gaseous-emission reduction. These are comparison criteria, not a claim of zero pollution.
Treat the word green as something to verify. Do not interpret it as a promise that smoke, noise or injury risks disappear. For your household decision, consider whether fireworks are necessary at all. Rangoli, lighting and a shared meal are alternatives you can plan without needing to establish a firecracker product's credentials.
Check the logo, QR code and supporting details
The government's green-cracker launch announcement describes a green logo and QR coding system intended to distinguish products and help trace counterfeits. Look for the identification on the original packaging and ask the seller to demonstrate the code before payment.
There is an important qualification: NEERI's clarification dated 16 October 2025 says it issues registration letters and does not itself provide QR/bar codes on products. A printed code alone should therefore not end your checks.
Compare the manufacturer and product information shown by the code with the packet and supporting documents. Start any registration check from NEERI's official green-firecracker page, which links its registered-manufacturer list and warns about fake registration certificates and test reports. Walk away from loose, unlabelled products or a seller who will not explain mismatched details.
Barium and joined crackers: read the dates carefully
The Supreme Court's 29 October 2021 order reiterated the prohibition on barium salts and on manufacturing and selling joined firecrackers. However, describing every joined cracker as banned without qualification would miss a subsequent development.
The 30 September 2026 Supreme Court order, hosted by NEERI accepts a limited, conditional relaxation for specified next-generation joined green crackers. Conditions cover approved formulations, licensed manufacture, noise and emission compliance, prescribed construction and bursting characteristics, testing, identification and exclusion of banned chemicals.
That order separately required open-ground testing of barium-containing green crackers and listed further consideration for 15 October 2026. It did not itself grant general permission for barium crackers. We have not verified a later order authorising them. Ask for the exact applicable approval; do not accept a verbal claim that all laris or all barium formulations are now permitted.
The bursting window is not permission by itself
The national Diwali direction reproduced in the 2021 Supreme Court order specifies 8 pm to 10 pm. Read that alongside subsequent orders and the restrictions applicable to your location. Do not treat the two-hour window as permission where sale or use is prohibited.
For your own plan, record both the permitted date and the hours. Do not assume the same arrangement covers the evenings before and after Diwali. Ask the organiser who will stop the activity at the applicable closing time, and avoid buying more than your planned celebration requires.
UP districts in NCR need particular attention
The National Capital Region Planning Board lists eight UP districts within NCR: Meerut, Ghaziabad, Gautam Budh Nagar, Bulandshahr, Baghpat, Hapur, Shamli and Muzaffarnagar. NCR restrictions therefore concern more than Delhi itself.
The Supreme Court's 15 October 2025 NCR relaxation expressly operated as a test case for a specified period. Do not carry that temporary arrangement into 2026. Check the current district order rather than treating an air-quality reading, green label or last year's news as sufficient permission.
Buy only after checking the shop licence
The Supreme Court directions require sales through licensed traders. PESO's Licensing System for District Authorities FAQ identifies Form LE-5 for possession and sale from fireworks shops, including temporary festival shops under Rule 84 of the Explosives Rules, 2008. District authorities also issue licences; a shop licence need not have been issued directly by PESO.
Ask to see the licence and compare its holder, premises and validity with the actual shop. Request an itemised bill and keep photographs of the unopened packaging. Ask about returns before paying; do not assume unopened packets will be accepted later.
The court directions also prohibit e-commerce ordering and online sales of firecrackers. Our Diwali buying plan can help you set a wider festival budget before entering the shop.
Prepare before any permitted use
Follow PESO's fireworks precautions: use an open area, keep spectators back, light one firework at a time and keep water ready. Keep unused fireworks away from burning diyas and candles. Prefer thick cotton clothing and secure loose garments.
- Do not let small children handle fireworks.
- Do not hold a firework while igniting it, lean over it, or ignite it inside a container.
- Do not approach a misfire immediately or tamper with it.
- Do not carry crackers in pockets, point them at people or make fireworks at home.
Agree in advance who supervises, who keeps the remaining packets away from the activity, and who calls for help if something goes wrong. Keep your phone accessible and identify the nearest emergency department. These are preparation steps, not substitutes for the product instructions or local permission.
Burn and eye-injury first aid
For a skin burn, stop exposure to heat and cool the area under cool running water for 20 minutes. Do not use ice, toothpaste, butter or homemade ointments. Remove nearby jewellery or loose clothing, but leave stuck clothing in place. Do not burst blisters; cover with clean material. These steps follow the Delhi Labour Department's first-aid manual.
For an eye injury, do not rub the eye. The Aruna Asaf Ali Government Hospital first-aid guide says not to try to remove anything stuck on the eye: close and pad it and take the person to hospital. For a chemical splash, the Labour Department manual advises continuous water irrigation for 15-20 minutes. Do not try to manage a suspected penetrating injury yourself.
For major burns, PESO advises hospital treatment. Call 112 for emergency assistance: the National Portal lists it for integrated police, fire and health response. 108 is listed as the ambulance number by Uttar Pradesh Police. Give your address, landmark and injury details, and follow the dispatcher's instructions.
